The Saugus Board of Health and Town Manager Declare State of Emergency and Approve Orders in Saugus to Assist in its Response to the COVID-19 Pandemic

(Saugus, MA) May 2, 2020 – Following a National Emergency declaration from the President of the United States and a State of Emergency declaration from the Massachusetts Governor, the Saugus Board of Health approved a Declaration of Emergency in Saugus and approved orders in response to the ongoing COVID-19 (Coronavirus) pandemic.  In addition, the Town Manager formalized and declared a State of Emergency for the Town of Saugus.  These measures memorialize and duplicate what Governor Baker has already done back in March.

Furthermore, the Board of Health approved orders that require the undertaking of further precautions to protect others from the spread of COVID-19.  These precautions are requiring face coverings as it relates to entering essential businesses, restaurants or drive-thru services, requiring employees and delivery staff of establishments to wear facial coverings, entering and exiting of residential or commercial building complexes, and prohibiting the improper disposal of gloves, facial coverings, and other materials.  In addition, an order restricting the number of persons in essential business establishments and an order directing all long-term care facilities and nursing homes in Saugus to undertake further precautions to protect others from the spread of COVID-19.    

These important orders will ensure that the necessary protective health steps are taken and that emergency resources are available to continue to assist the public during this uncertain time.  In addition, it will ensure that the community is able to apply or be eligible for additional resources and funding now or that may become available in the future through the Commonwealth or federal government.

With the recommendation of Town Counsel and support from Town Officials, the Board of Health and Town Manager Crabtree have reaffirmed that the COVID-19 pandemic poses a present, reasonable and imminent danger to public health, safety, and general welfare of the people of Saugus.  Due to this danger, it has been deemed necessary for the Town Manager to utilize and coordinate the services, equipment, supplies, and facilities of existing departments, offices, and agencies of the community (both locally, regionally, statewide and nationally, if necessary) for the purposes of emergency management and emergency functions to protect the public health and safety.

The State of Emergency authorizes and directs all Town personnel to continue to take appropriate action to respond to this situation. It also ratifies, confirms and adopts any related action taken prior to the formal implementation of this Declaration.

“These declarations of a State of Emergency in Saugus and approved orders will help the Town to continue to take the necessary measures and to secure the necessary resources to continue to protect the health, safety, and security of the residents and employees of the community,” said Town Manager Crabtree.

Town officials will be spending the weekend and the coming weeks visiting, educating, and assisting establishments in implementation of the new orders in effect in the Town of Saugus.  

This State of Emergency declaration and corresponding action is necessary in order to help prevent, minimize, or mitigate damage to public health, safety, and general welfare of the people of Saugus.

The State of Emergency will remain in effect in Saugus until Town Manager Crabtree announces that it no longer exists.
